Qualifications:
- Masters or Ph.D. degree in Economics, or a related discipline with 7 years of professional experience in public policy analysis of energy and/or environmental related issues with emphasis on upstream oil and gas issues.
- Demonstrated ability to assess economic impacts of proposed legislative and/or regulatory policies.
- Experience in formulating, conducting and managing research.
- Excellent public speaking and presentation skills and experience communicating both research results and policy positions to both technical and non-technical audiences in the public policy arena.
- Demonstrated strong analytic and writing skills with exceptional organizational and prioritization skills.
- Ability to function effectively in a multidisciplinary team environment and to meet tight deadlines while maintaining high work quality.
- Flexibility and capability to work on new issues as needs arise.
- Knowledge of oil and gas industry operations.
Essential Functions:
- Work effectively within API departments and advocacy staff to provide economic policy expertise, including:
- Conduct analyses of economic studies and legislative proposals;
- Provide oversight of contractors on economic studies;
- Develop and communicate appropriate messages based on research results.
- Manage contractor research and/or formulate and conduct research on energy related issues affecting the petroleum industry to inform API policy decisions and to support industry positions.
- Coordinate with issue experts, industry personnel, and management on economic research in assigned issues areas.
- Communicate research results by publishing and/or presenting results to technical and non-technical audiences.
- Provide technical “peer review” on papers prepared by other API staff and critical assessment of published economic analysis in the relevant areas.
- Actively contribute to achievement of Policy Analysis Department goals by providing input to various policy-related department initiatives.
